When my uncle was admitted at GMCH last year, the whole family was more worried about the bill than the treatment itself. He’s a retired state government employee, so someone mentioned MMLSAY, but nobody in the family actually knew how the ₹5 lakh cover worked in practice – whether it covered everything, or whether some part of the bill still comes out of pocket. We ended up calling a relative who works at a bank just to understand it, and even he wasn’t fully sure.
That’s usually how it goes with these schemes. People know the number – ₹5,00,000 – but not what actually happens to their bill once it reaches the hospital counter. So here’s the plain explanation of how MMLSAY and Ayushman Asom actually work in Assam right now, along with a calculator to estimate your own cover.
Two schemes, same ₹5 lakh number, different people
Assam runs two separate cashless health schemes, and a lot of the confusion comes from people mixing the two up.
MMLSAY (Mukhya Mantri Lok Sevak Arogya Yojana) is for state government employees, regularized teachers, and pensioners. If you or someone in your family retired from a state government job, or is a serving teacher, this is your scheme.
Ayushman Asom is the Assam version of Ayushman Bharat, and it’s for families holding an NFSA ration card. This is a different eligibility route entirely – nothing to do with government employment.
Both give a family floater cover of ₹5,00,000 a year. But which one applies to you depends entirely on which category your family falls under, not on which one sounds more familiar.
| MMLSAY | Ayushman Asom | |
|---|---|---|
| Who it’s for | State govt employees, teachers, pensioners | NFSA ration card families |
| Annual cover | ₹5,00,000 (family floater) | ₹5,00,000 (family floater) |
| Treatment | Cashless at empaneled hospitals, reimbursement for eligible emergencies | Cashless at empaneled hospitals |
| Hospital network | Govt medical colleges, civil hospitals, approved private hospitals | Empaneled hospitals under Ayushman Bharat |
Why your bill amount and your covered amount aren’t the same number
This is the part that actually matters, and it’s what the calculator above is built around.
Hospitals don’t bill purely for treatment. There’s a chunk that goes toward non-medical consumables – things like gloves, admin charges, food during the stay, and other small items that aren’t strictly part of the medical procedure. Under both schemes, there’s a standard 5% deduction applied for this category before your claim is calculated.
So the formula, in plain terms, is:
- Take your total hospital bill
- Subtract 5% for non-medical consumables
- What’s left is your eligible claim – capped at ₹5,00,000 for the year
- Whatever remains of the ₹5 lakh after this claim is your balance for future hospitalizations that year
Worked example
Hospital bill: ₹2,40,000
5% consumable deduction: ₹12,000
Eligible claim: ₹2,28,000
Remaining annual family cover: ₹2,72,000
That remaining ₹2,72,000 matters more than people realize – it’s a family limit, not a per-person limit, and it resets only once a year. So if one family member already used part of it earlier in the year, the next hospitalization draws from what’s left, not a fresh ₹5 lakh.
How to Use the Calculator
Step 1. Select your scheme – MMLSAY if you’re a govt employee or pensioner, Ayushman Asom if you’re an NFSA ration card holder.
Step 2. Enter your total hospital bill amount in rupees.
Step 3. Click Calculate.
Step 4. You’ll see your estimated covered claim, the consumable deduction, and what’s left of your ₹5 lakh for the year – instantly, no manual math needed.
Some things people ask us often
Does MMLSAY cover treatment outside empaneled hospitals?
In genuine emergencies, yes – MMLSAY allows reimbursement for treatment taken at non-empaneled hospitals, calculated at the applicable package rates rather than the hospital’s own billing.
My father has diabetes and has had it for years – will that be excluded as a pre-existing condition?
No. Both schemes cover pre-existing conditions from the day the card is issued. There’s no waiting period like you’d see with some private insurance policies.
Who exactly counts as eligible under Ayushman Asom?
Any family in Assam holding a valid NFSA ration card. It’s not tied to income certificates or separate applications beyond having the ration card itself.
Is this an official government calculator?
No, and this is worth being upfront about. This is an independent tool built to help you estimate your coverage before you’re standing at a hospital counter trying to do the math under pressure. The actual approved claim is decided by the empaneled hospital and the scheme authorities, based on package rates and verification – this calculator gets you close, not exact.

Since eligibility lists, empaneled hospitals, and package rates do get updated from time to time, it’s worth checking these directly rather than relying only on word of mouth:
If you’re about to be hospitalized and unsure which scheme applies to your family, the safest move is to check your eligibility on these portals before admission, not after – empaneled hospitals can usually verify it on the spot too.
